Introduction


At their November 1980 meeting, the regents of the University of Colorado called for the regular review of colleges, schools, and academic units. Administrative Policy Statement 1019 describes the directive to faculty and administrators to develop systematic procedures to identify academic program strengths and weaknesses, and to provide constructive options for program development and modification.

This website records academic review proceedings on the Boulder campus.

Review Process Steps

To begin, the review unit completes self-study reporting. The reporting addresses a series of planning queries. The queries are designed to solicit strategic information and to document the unit's organizational qualifications. Topics include role and mission, centrality, outcomes, and diversity goals. Unit personnel prepare the reporting. A separate, standardized unit data profile, submitted by the Office of Planning, Budget, and Analysis, complements the self-study.

Second, the provost convenes a group of reviewers internal to the Boulder campus, but not affiliated with the reviewed unit. The internal review committee (IRC) is tasked with checking the accuracy and completeness of self-study reporting. Being familiar with campus culture, internal reviewers are relied on to interview unit personnel and students and to gain a candid picture of the unit’s functioning.

Third, the provost convenes an external review committee (ERC), comprised of outside experts, to visit Boulder to address matters such as unit scope, orientation, and standing. The external reviewers are expected to provide a broad and comparative perspective. As area experts, external reviewers are uniquely qualified to offer strategic guidance.

Last, the campus review committee meets. The Academic Review and Planning Advisory Committee (ARPAC) is tasked by the provost with evaluating the self-study, internal, and external reviews and with making recommendations for unit improvement. Members compose reporting as a group. They also address and critique follow-ups submitted by the units and deans after their reviews. When called on, the group convenes as the academic program discontinuance committee. Members are appointed by the provost with the concurrence of the Boulder Faculty Assembly.

In the years following a review, unit leads and deans submit progress reports to the office of the ARPAC chair. Three follow-ups are required. The reports describe work completed to implement review recommendations. The reports also are an opportunity for respondents to explain challenges that impede further progress. The campus review committee replies to the the reports, including to ask for clarifications.
